MDP-24: Proposal For New Multi-Signature Appointment

@Barney0 from our community has been appointed to serve on our Gnosis multi-signature wallet. If approved by the community, he will be replacing @boillerrat's position on the multisig.

@Barney0 has been in our community for a long time, serving as a Rocketeer since December. This would be our first new appointment since the inception of MoonDAO. The appointment will be executed if approved by more than 50% of the token holders.
