MDP-21: $35K USD Payment to Verisoul Team

We propose a $35K USD payment to the Verisoul team for the work they have done in building and maintaining the MoonDAO Moonlist platform. The KYC flow in our Moonlist is a pivotal part of our Ticket to Space NFT project and is made possible by the time, energy and focus put in by the Verisoul team. The initial platform was built by the Verisoul team from scratch within a single weekend to accommodate for our tight timeframe, and has been consistently improved throughout the duration of this project.
