MDP-180: Constitutional Amendment: Reduce Proposal Creation Requirements

Abstract
This amendment proposes the removal of the threshold of 250,000 vMOONEY for creating proposals, or serving on the MoonDAO Treasury. It also removes the one week requirement for proposals to get feedback in ideation before submission.
