MDP-91: Treasury Diversification Proposal

Problem

MoonDAO treasury is mainly in ETH. This puts our treasury in risk as the ETH price can go up and down.

Solution

Diversify MoonDAO treasury in different assets.

MoonDAO treasury currently has ~ 652 $ETH (around $1.2M). We are currently spending around $60K per quarter for project bonus, plus additional project cost which varies project by project. That said $500K in stable coin is enough for our one-year operation.

Specification:

Swap $500k to Stable coins ($USDC, $DAI, $USDT) The rest ~$700k in $ETH
