MDP-182: Swap Mitchie for Jade on the MoonDAO Treasury

Abstract
Mitchie has been a long-time operations lead at MoonDAO, supporting MoonDAO by queuing up transactions on the Treasury. He's transitioning to a new role, and in the meantime wants to step down from the Treasury. Jade has been at MoonDAO for almost one year, and upon approval of this proposal will replace Mitchie's spot on the MoonDAO Treasury.
