Treasury Signer Swap Proposal

To keep MoonDAO's operations healthy, we propose to switch @zeroindex (0x87D7276B0068ffcBA8C02781AA16484e935Bde27) on the MoonDAO Treasury, with our second astronaut, Dr. Eiman Jahangir (0xe2d3aC725E6FFE2b28a9ED83bedAaf6672f2C801)

@zeroindex has been awesome helping secure MoonDAO for the past three years, but isn't as up-to-date with a lot of the happenings at MoonDAO. We owe @zeroindex a big debt of gratitude for helping keep MoonDAO safe for so long, and although he is usually reachable to sign a transaction, I think it's good to rotate some of the signers on the multisig from time-to-time. Eiman is someone the community trusts and he is super responsive (despite juggling a lot on his plate), so I think he'll make a great treasury signer.
