MDP-103: MoonDAO Executive Branch Astronaut Election

This vote is to confirm the nomination of our first "Astronaut" as defined in the MoonDAO Constitution: https://docs.moondao.com/constitution/

With a super-majority vote the DAO may confirm the nomination of @pmoncada to take on the role of Astronaut to manage day-to-day operations in the DAO as outlined in MDP-100, and fulfill the duties of the Astronaut as outlined in the Constitution.
