MDP-86: MoonDAO Operating Agreement Modification

Abstract

After consulting with MIDAO, we are proposing the following modifications to the Operating Agreement: 1.) Define Astronauts as managing members, rather than Treasury signers. 2.) Reclassify Astronauts as part of the executive branch, rather than as part of the Senate.
