MDP-20: Phase 1 Retroactive Governance Token Vesting Requirement

With MDP-13 we agreed on a vesting schedule for tokens for community members that helped us go from 0 to 1 at MoonDAO.

The community proposes to add the following requirement for vesting tokens:

• Members receiving governance tokens for Phase 1 must remain actively engaged on a MoonDAO project to receive unvested tokens, or must remain actively involved on a core function of the DAO (such as multisig).
• If someone leaves the community or has been inactive for over a month with no approval from the community, then they are forfeiting their unvested tokens.

This requirement will be effective immediately upon approval by the DAO.
