MDP-109: Switch ZeroIndex for Mitchie on the Multisig

Abstract

With the passing of the executive branch it helps improve operational efficiency by having the operations lead, Mitchie (mitchie_mitch), take on a role in the multisig. For that reason, it is proposed the Mitchie replace one of the earlier members of the multisig, ZeroIndex. ZeroIndex has served the multisig in a timely and active way since the beginning, and we are lucky to have had someone serve dutifully on the multisig protecting our treasury. Mitchie has taken all necessary precautions in becoming a member of the multisig, using a fresh hardware wallet made specifically for this role.
