Project System Updates

• Adds a deadline for project submissions for the third week of the quarter.
• MoonDAO will fund the top 50% of projects that are submitted that quarter and pass senate review, via weighted vMOONEY vote, or the top 4 proposals, whichever is more.
• Project budgets get subtracted from the retroactive rewards, and the rest is distributed via retroactives.
• ETH rewards are sent to the project's multisig, vMOONEY sent directly to the contributors.
• Changes the update frequency to Monthly for projects, with a presentation due 1/month.
• Added more FAQs.
