Add TOTEM-USDC , Adjust Multiplier and reduce emission to keep Totem price healthy.

We just noticed that our emission is too big and hard to sustain. We propose to adjust some of the farm multiplier and reduce the emission from 1.2 to 1.

If this proposal succeeds, the adjustments will be executed immediately followed by the multiplier adjustment.
