Refund of kickstarting expenses by Steve

Steve, the the original founding member of Traders Island has supported the initial infrastructure and tooling costs at a running rate of about 400 Euros a month since December 2022.

This proposal is to recompensate Steve's expenses with CASH from the treasury, when and if there should be an initial treasury, and to offload the ongoing costs to the treasury/entity to be established.
