Extend Max Lock Duration to 12 Months

As Tranchess enters a new phase of steady development and continuous growth, with a series of new products and features already brewing in the pipeline, it is time for the community to now look at extending the maximum lock duration from 6 months to 12 months. This extension is also an essential step towards a more mature and decentralized version of Tranchess. A longer lock duration and more veChess would allow users to further benefit from the protocol with more CHESS rewards, higher protocol rebate and stronger voice in protocol governance.
