Prevent "submarine proposals" by changing minimum proposal length from 0 to 24 hours.

Presently, there is no minimum time a TrashDAO proposal must be open for it to pass.

RISK: "submarine proposal" A predatory proposal could be started & passed before many TrashDAO members have a fair chance to see it & vote on it.

The Fix: Change the minimum required proposal length from 0 --> 24 hours.

Note: A 1-week review is required for all proposals, so if this proposal passes the OVERALL time-to-pass (vote+review) will only change from 7-days to 8-days.
