Lower quorum from 50 to 30% ($TRASH only)

Proposal by collin.eth (@CollinsCustomIP) is to lower quorum for a successful proposal from 50% --> 30%. EXPLANATION: Participation in governance votes on szns is typically low. Because of this, proposals by $TRASH-hodlers can garner 100% yes votes but still not pass due to low participation. If the quorum required were lowered from 50% to 30%, only 3/10th's of the outstanding shares would be required to vote on a proposal for it to pass. This 30% requirement fits better with the low participation. NOTE: No modification to Majority Rule: To pass, a proposal would still need to get majority (50%+) of the votes, the only real change is that fewer overall votes are required.
