TP0: Adopt v0 Trash Governance Process

Summary

This proposal defines the initial process for publishing, voting on, and executing Trash Proposals. It also officially names the Dumpster Divers DAO "Waste Management."

Abstract

The governance process is one of the core doctrines for a DAO. This draft governance process is forked from ShapeShift DAO's process, which I originally forked from Gitcoin back in July 2021, and has since been evolved a few times by the community as a result of lessons learned on the governance frontier.

Specification

If passed, the v0 Trash Governance Process will be ratified, and will define the required steps and format necessary to pass a valid proposal. This is just the v0 though, and the community is encouraged to evolve it as we learn more and as new governance mechanisms become available. (Any feedback on this process before it goes up for final vote is strongly encouraged too!)

The multisig signers as well as community moderator @Giantkin will be appointed as admins on SnapShot and will have the ability to delete proposals that don't adhere to the Trash Governance Process. They will also have the ability to modify settings such as increasing the amount of TRASH required to publish a proposal in the event that spam/malicious proposals are being repeatedly published.

Benefits

• Provides guidance and a solid foundation for community members to make proposals
• Provides clarity and consistency for community members that vote on proposals
• Adopts a clear set of rules to help keep Waste Management running smoothly

Drawbacks

• The 3 & 4 day minimum for Ideation and Official Voting mean the fastest a proposal can be passed is 7 days. The community may wish to be able to pass proposals faster, or some may feel that this is too short.
• Limits the ability for non-TRASH holders to be able to publish proposals for official vote. The process is somewhat bureaucratic and doesn't provide as much flexibility as a free-for-all, any proposal that passes wins approach. People don't always like to read, and until someone creates a tik tok video dance describing the gov process, proposers may have to read 🤓
