TIP-53: Approval of TIP-48 and TIP-49

Proposal TIP-48 and TIP-49 were overwhelmingly supported through Snapshot voting. However, due to governance not being available on the Treasure Chain, gMAGIC turn-out was lower than needed to reach quorum. Contributors failed to consider this when creating the Snapshot votes. This proposal will approve TIP-48 and TIP-49 and retroactively override the quorum requirement for these two votes given the uniqueness of the situation.
