Council Election #2

I propose we delegate general project authority to a council composed of Devan, Angel, and Jebus to allow for flexibility on decisions that need to be made quickly and a more smoothly run workflow as we continue to build the project and platform.

This council would be given this authority until the end of the year. The next election will be at the beginning of 2022 Q1. These elections will occur quarterly at the beginning of next year.
