Treat Council Election #3

Proposal to delegate general project authority to a council composed of Jebus, devan and Angel to allow for flexibility on decisions that need to be made quickly and a more smoothly run workflow as we continue to build the project and platform.

This council would be given this authority from the beginning of the year to the end of Q1 2022. The next election will be at the beginning of Q2 2022.
