Authority delegation

I propose we delegate general project authority to a council composed of Devan, Angel, and Jebus to allow for flexibility on decisions that need to be made quickly and a more smoothly run workflow as we enter the next phase of the project.

This council would be given this authority for 2 month cycles and would be revoted on at the end of each cycle to allow the DAO a say in how things are run.
