TIP-04: Stream Recovery Fund Distribution
This proposal asks the DAO to decide how recovered funds from the Stream Trading fraud should be distributed to affected users. Recovery will happen in 2-3 waves, with the first wave representing ~50% or more of lost funds. The DAO must choose a distribution method that balances immediate access against maximizing total recovery.
