Increase Staking cost + unstaking period

I am proposing a new alternative. Increase staking cost back to 15k SHL + add a cool-off period to unstake the turtle of 10 days.

Not sure if possible, but we could add a bribe to skip the cool-off period. Pay an additional 15k SHL and be able to unstake the turtle right away when the bribe is paid. (the bribe amount could be burnt)

OPTION 1: Increase staking Cost to 15k, add unstaking cool-off period of 10 days. OPTION 2: Increase staking cost to 10k, add unstaking cool-off period of 14 days. OPTION 3: No change, keep staking cost to 5k with no unstaking cool-off period
