Airdrop SHL to Gold/Silver EWT stakers

This proposal seeks to understand whether the TT community would like the idea of airdropping SHL to the addresses who are elegible for the Gold and Silver rewards from the past Consortia staking pool. The idea is to use part of the SHL in the Staking costs Contract. The amount of SHL to airdrop will be discussed in an other proposal, if this one is approved.

The list of addresses to airdrop is easily findable from the EW medium article.

We can then togheter follow up on twitter and bring some attention to Gold/Silver owners, pointing out the additional reward sent from Tubby Turtles community
