Use funds in donation wallet for extra liquidity

10% of all the minting costs have been and will be donated to Teamseas, but the liquidity of SHL still seems to need a bit of help, therefore this proposal.

This proposal is to vote to either use or not to use the current donation wallet funds to buy SHL and put the SHL and EWT into the liquidity pool. (If this proposal passes, then the purchase and pooling of the SHL will be spread out over a period of a few days to not cause big price fluctuations)

Any funds coming in this wallet after the proposal will still get donated to Teamseas like the original plan was. This is just a proposed one-time change of destination for funds.
