% of circulating UNIC needed to add collection to whitelist?

If more than 1 collection is to be whitelisted during an interval, there should be a minimum threshold (in terms of % of circulating UNIC supply) that votes in favor or whitelisting the collection.

Example:

  • Circulating supply of UNIC: 10,000
  • Min threshold: 2%
  • Collections on vote: uALICE - 300 UNIC, uBOB - 150 UNIC, uCAROL - 100 UNIC, uDAVID - 50 UNIC
  • Max # of collections that can be whitelisted per week: 3 (this depends on results of this proposal: https://snapshot.org/#/uniclynft.eth/proposal/QmcFa4WdBgvKCZvUKZrDC5xk15QXhX75JBX8LNiVXEqzm1)

In this case, only uALICE would be whitelisted.

But if the votes turn out to be: uALICE - 300 UNIC, uBOB - 250 UNIC, uCAROL - 200 UNIC, uDAVID - 50 UNIC Then uALICE, uBOB, and uCAROL would be whitelisted.
