Temperature Check - Should Uniswap incentivize liquidity on Arbitrum and Optimism?

Uniswap governance should start incentivizing liquidity on its Arbitrum and Optimism deployments to kickstart adoption of Ethereum Layer-2 and prove that its decision to bet on Optimistic Rollups was the right one.

I am re-submitting this proposal as it was ambushed last minute by a single no-voter despite overwhelming enthusiasm in the community. Several large delegates reached out after the vote voicing support for a re-submission.
