Governance decentralization [Exclude DEV/unlock INC wallets]

In the past, one of the votes was conditioned by a development wallet. The idea is that governance is decentralized and governed by the community without internal influence of the project. The proposal is to exclude any type of Unlock / developer wallet from the snapshot/DAO voting.
