[VIP-34] Whitelisting Snapshot Authors

Per Forum discussion, this proposal will whitelist VaultCraft multisig signers as authors on Snapshot. Additionally, community members are invited to submit an application through the forum to be added as authors.

This is to protect the community from spam and/or malicious links being posted to Snapshot votes by actors who abused the previous voting power threshold requirement.

Snapshot authors will be required to monitor the Forum and convert any proposals that receive support to Snapshot votes
