Add ETH<>AVAX LayerZero bridge to the gauge controller, with gauge type 8. Set the daily issuance limit of the bridge to 75,000 CRV (the amount which can be bridged over from/to AVAX/ETH), and the excess issuance delay to 1 day (the amount of time to wait before CRV can be minted after the issuance limit has been reached). (Note: This is a resubmission of the previous proposal with contracts redeployed with compiler v0.3.10).
