Add ETH<>AVAX LayerZero bridge to the gauge controller, with gauge type 8. Set the daily issuance limit of the bridge to 75,000 CRV (the amount which can be bridged over from AVAX/ETH), and the excess issuance delay to 1 day (the amount of time to wait before CRV can be minted after the issuance limit has been reached).
