With VIP6, emissions to pool 2 would be reduced but there was no corresponding reduction to the ecosystem pool. Forum discussion showed plurality support for a mirroring 75% reduction to ecosystem pool as a first preference, with a 50% reduction as a third preference.

This proposal is to reduce ecosystem emissions by 25% as a compromise, as team members have indicated they oppose larger reductions in emissions.

The proposal is to change ecosystem emission per block from 35.06 to 26.295
