VIP14 - Replace Homura with tao on multisig, and leave Jack and Alex on there indefinitely

Simple Summary Proposal to replace Homura with @tao on the core veDAO team indefinitely and relieve him of multisig responsibilities. Leave Jack-Anorak and alexcutler.eth on the multisig indefinitely until nickbtts returns.

Motivation Homura will be transitioning off of the core veDAO team, and 2x and nickbtts are unlikely to resume their multisig responsibilities within the week, leaving the team potentially unable to satisfy VIP13. 2x has expressed a need to take indefinite leave, and nickbtts is taking some extra time away from active participation.

Specification We propose that as soon as possible after governance approval, Homura turns over his spot on the multisig to tao. Under this proposal, VIP13 is amended such that alexcutler.eth and Jack Anorak remain on veDAO’s multisig indefinitely. If nickbtts chooses to return, he will be added back to the multisig, replacing an Information Token member.

Rationale We believe tao is suitable for a multisig and core team role because he is known to and trusted by all current members of the multisig and has already contributed substantially to the team’s analytical and strategic planning.

As to amending VIP13, we simply wanted to afford Nick some more flexibility in how he would like to reengage the core team. We would have him relieve an Information Token member to maintain the proportion of the founding team to community members on the multisig.
