VIP13 - Temporarily replace Multisig Signers

Simple Summary Proposal to replace nickbtts and 2x with @jack-anorak and @alexcutler.eth on veDAO’s multisig for up to 2 weeks (up to the discretion of the veDAO core team) to ensure timely coverage of necessary or strategic transactions while they are less accessible.

Motivation Nick and 2x are independently planning to be relatively out of reach for a week starting Sunday, March 6, 2022. If they remain on the multisig during this time, veDAO’s ability to make transactions on short notice will be limited.

Specification We propose that sometime on Sunday, March 6, 2022, Nick and 2x turn over their spots on the multisig to alexcutler.eth and Jack-Anorak. No other changes to the multisig’s configuration will be made.

At some point before Monday, March 21, 2022, at the discretion of Nick, 2x, and the core team, Nick and 2x will reclaim their spots on the multisig, and the substitutes will be removed.

Rationale We have chosen alexcutler.eth and Jack-Anorak because they are trusted by the team and community to be attentive and honest stewards of the treasury.

Their placement on the multisig also maintains the overall proportion of multisig holders external to the founding team so as to avoid the overconcentration of insiders in the service of expediency.
