Scope: The number of held tokens required to make a proposal

Detail: We will be deciding how many tokens are needed in a wallet for a DAO member to make (author) a proposal. The proposal will have direct and indirect effects on our future roadmap.

Note: The first few proposals will be run by our core members to ensure everything goes smoothly. DAO member proposals will be allowed in the future. Proposals deemed to jeopardize the future of Vera will be filtered, so please take care in your authorship.
