Proposal to Lower the Fee rate on Vision Chain

This is a proposal to Lower the Fee rate on the Vision Chain.

Background The vision chain is a meta-universe chain that interacts frequently. It was initially designed to provide each address with a free 5000 Photon that would be replenished to the 5000 value as consumed. At the same time, pledges vs will receive free Photon and Entropy, which allows most users to interact without fees, and it is encouraging every user to receive free Photon and Entropy to make their on-chain transactions free

Proposal The mission of Vision is to create a user-friendly, low-fee, fast, and high-performance public chain. It was realized that in some specific cases, the fees for vision chain interactions need to be reduced. To provide a more user-friendly platform, the ratio of Photon to VS and Entropy to VS is proposed.

Execution This proposal will reduce the Photon to VS rate from 0.00001 to 0.000005 and the Entropy to VS rate from 0.000005 to 0.000002, which means that the vs chain interaction fee will be reduced to the lowest level.
