2nd Cycle VoltSwap Liquidity Pool Incentives - Theta Mainnet

SPECIAL NOTE: "VOTING IS ONLY AVAILABLE FOR VOLT AVAILABLE ON METER MAINNET (MTRG-VOLT Pool, Single Stake Volt Pool, Wallet Holdings) FOR THIS PROPOSAL!"

Through this proposal, we are trying to;

1. Finalize the liquidity pools which should continue to be incentivized on Theta Mainnet
2. Determine 'Volt' allocation to liquidity pools on Theta Mainnet for the next incentive period based on their performance in 1st cycle.
