Incentivize WETH.eth-VOLT pool for 2nd Cycle on Meter Mainnet

Volt pairs (MTRG, WETH.eth) experienced high impermanent loss during the first 90 day cycle. Since MTRG-VOLT pool is continued in the 2nd cycle, we propose to continue WETH.eth-VOLT pool to enable the LPs to continue providing liquidity to the pool and earn with higher rewards multiplier. This will enable the LPs to recover the IL.

We propose to allocate 5000 Volt per day for the next 30 days.
