10th Cycle VoltSwap Liquidity Pool Incentives - Meter Mainnet

SPECIAL NOTE: In anticipation of shift to ve(3,3) model for Voltswap yield farming, the 9th incentive cycle is maintained for 3 weeks. In case of delay in the deployment, we plan to further add another short incentive cycle.

NOTE: Voting is available for VOLT available on both Meter Mainnet and Theta Mainnet (TFUEL-VOLT Pool, MTRG-VOLT Pool, Single Stake Volt Pool, Wallet Holdings) for this proposal

Through this proposal, we are trying to;

1. Finalize the liquidity pools which should continue to be incentivized on Meter Mainnet
2. Determine 'Volt' allocation to liquidity pools on Meter Mainnet for the next incentive period based on their performance in 9th cycle.
