3rd Cycle VoltSwap Liquidity Pool Incentives - Meter Mainnet

SPECIAL NOTE: "VOTING IS AVAILABLE FOR VOLT AVAILABLE ON BOTH METER MAINNET AND THETA MAINNET (TFUEL-VOLT Pool, MTRG-VOLT Pool, Single Stake Volt Pool, Wallet Holdings) FOR THIS PROPOSAL!"

Through this proposal, we are trying to;

1. Finalize the liquidity pools that continue to be incentivized on Meter Mainnet
2. Determine 'Volt' allocation to liquidity pools on Meter Mainnet for the next incentive period based on their performance in the 2nd cycle.
