5th Cycle VoltSwap Liquidity Pool Incentives - Theta Mainnet

SPECIAL NOTE: "Voting is available for VOLT available on both Meter Mainnet and Theta Mainnet (TFUEL-VOLT Pool, MTRG-VOLT Pool, Single Stake Volt Pool, Wallet Holdings) for this proposal!"

Through this proposal, we are trying to;

1. Finalize the liquidity pools which should continue to be incentivized on Theta Mainnet
2. Determine 'Volt' allocation to liquidity pools on Theta Mainnet for the next incentive period based on their performance in the previous cycle.

Below are the excerpts from the discussion;

1. Due to the exploit of Meter Passport, the WETH and BNB assets are unbacked on Meter Mainnet and Theta Mainnet. The existing pools will be discontinued to ensure all existing liquidity is removed and the assets are out of circulation
2. To ensure that the users continue to earn rewards on their capital, we propose a daily allocation to the VOLT single staking pools until the pools can be restarted
