GOV8 Proposal #4: Off-chain Proposal Parameters

The HOPR Association proposes the following thresholds and quora for off-chain proposals to the Community Trust (proposals which contain some component which must be implemented off-chain):

ACTION	AMOUNT
Proposal Creation	500,000 HOPR tokens
Bond Amount	100,000 HOPR tokens
Minimum Discussion Time	2 weeks
Support to Proceed to Referendum	25% of active participants
Support to Proceed to Vote	35% of active participants
Vote Length	1 week
Quorum to Pass Vote	15m HOPR tokens
Support to Pass Vote	50% of allocated token vote power

We feel this gives the right balance between feasibility and security.
