GOV8 Proposal #5: Meta Proposal Parameters

The HOPR Association proposes the following thresholds and quora for meta proposals to the Community Trust (proposals which would update the governance processes or the structure of the Community Trust itself):

ACTION	AMOUNT
Proposal Creation	1,000,000 HOPR tokens
Bond Amount	200,000 HOPR tokens
Minimum Discussion Time	3 weeks
Support to Proceed to Referendum	30% of active participants
Support to Proceed to Vote	40% of active participants
Vote Length	1 week
Quorum to Pass Vote	25m HOPR tokens
Support to Pass Vote	66% of allocated token vote power

We feel this gives the right balance between feasibility and security.
