Proposal: Establish Extraordinary Council for Emergency Processes

The Community Trust governance processes were designed with security and redundancy in mind, with a slow pace to give everyone time to participate. However, some circumstances could require a more rapid response. It has been suggested that the best way to achieve this without compromising security would be to elect an Extraordinary Council of seven members, chosen by the token holders.

This proposal is a temperature check to gauge support for this idea. If it passes, the HOPR Association will bring a proposal to establish the council and determine its processes.
