VOTING SCHEDULE UPDATE

This is a dummy proposal to notify token holders of a schedule update to the voting phase of the eighth HOPR governance experiment.

Snapshot has introduced proposal limits, so we need to verify this space as official to have them lifted. This will take a day or so, so I've had to push back the vote. It will now begin on Wednesday September 6th at 2pm CEST and run until Tuesday September 12th at 2pm CEST. Four of the thirteen proposals are already pending. The rest will be created when the limit is lifted.
