PROPOSAL #5: Additional liquidity for HOPR-xDAI pair on Swapr

If proposal #2 passes, the DAO should move an additional $250,000 in liquidity from its HOPR-DAI pool on Uniswap on Ethereum to a HOPR-xDAI pool on Swapr on Gnosis Chain, taking the total to $500,000
