Abstract

As a newly formed DAO it is important to build structure and create procedures to make it easy for DAO members to participate at many levels of the DAO.

Specifications

This proposal adopts the linked document above which is a supplement to the constitution. This document makes clear and defines membership, funding, proposals, and voting and acceptance. It changes the level of Quorum. It sets a procedure for Emergency Proposals. It creates procedures for creating a proposal and the operation of the Small Grants Committee. It raises the quorum level. Lastly, it creates working groups.

Consensus

This proposal will be live for review, comment and voting for 5 days. It will be a simple for or against vote.

Motivation and Benefit

Creating structure and procedure will create a strong foundation for the DAO to build and grow in an organized manner. The change in level of quorum makes it more difficult for Whales to control quorum. The emergency procedure allows for fast action.

Drawbacks

There are no drawbacks as compared to having no structure or procedures. The level of quorum being raised makes it more difficult to pass proposals. The emergency procedure may make it difficult for all to have time to vote.
