Update the Treasury Multi-sig

==Timeline== The DAO has conducted votes within discord to nominate additional signers to add to the treasury multi-sig. The approved nominees are OGmferjones, Satori, and BoomSneaks. The original discord discussion is linked below for reference.

==Description/Motivation== As we expand we need to be sure that users on the multi-sig are active and available, as well as have a regular rotation of signers and maintain a sufficient quorum to ensure the treasury remains decentralized. This will be the second update to the multi-sig group, and will include the removal of one signer and addition of three new signers as described above, bringing the total signers to 10. In addition, the quorum required to process transactions from the treasury will be increased to require 6 out of the 10 signers sign a transaction.

2. Add @OGmferjones.eth @Satori @BoomSneaks as signers
3. Change to 6/10 signatures required per transaction
