tldr: Allocate 30 ETH to purchasing 200 Lil Nouns rather than 1 Noun.

Budget: 200 Lil Nouns = 30 ETH Gas fees for settling = 1 ETH (anything unused will be returned to the DAO treasury) Total = 31 ETH

Description: Previously we passed a proposal to purchase a 2nd Noun for up to 30 ETH (https://snapshot.org/#/wizdao.eth/proposal/0x773ed35a9ce62560ff8b749d5a468e5df78608896cde51eaf0162bc2d178e6db).

The daily auction price for Nouns has trended over our 30 ETH threshold since passing that proposal and an alternate option has been raised that may prove to provide more leverage in Nouns voting than an additional 1 Noun.

Instead of allocating 30 ETH to Nouns, I propose we allocate this ETH to purchasing Lil Nouns instead. Owning 200 Lil Nouns would make us the 7th largest holder. Of the 6 wallets that own >200 Lil Nouns: 1 is Nouns DAO, 1 is the Lil Nounders, 1 is the burn address, and 1 is the NFTX pool. This would effectively make us the 3rd largest holder that actively participates in governance.

In the 10 most recent Nouns proposals at the time of writing this, the total number of Lil Nouns that voted are as follows. Prop 223 - 1315 Prop 222 - 849 Prop 221 - 900 Prop 219 - 482 Prop 218 - 1017 Prop 217 - 776 Prop 216 - 343 Prop 215 - 823 Prop 214 - 1056 Prop 212 - 711 Average = 827

As shown, an average of 827 Lils vote on each Nouns proposal lately. With this in mind, if the average were to remain the same and we start voting on all proposals as well, it would bring the average to approximately 1000 per vote. This effectively gives us 20% of the voting weight, which translates to approximately 3 Nouns worth of voting power.

In addition, Lils have signaled a continued interest in buying more Nouns so this "leveraged" option for adding Nouns voting power to our treasury is likely to continue increasing.
