Establish the Wizard Councils

==Timeline== As soon as the proposal passes the DAO will begin nominating and voting on members for the Council. People can nominate themselves or others to each council for 48 hours, at which point the names will be compiled for voting. An announcement will be made in the updates channel with the list of nominees. Members will vote with the associated reaction. After 72 hours the votes will be added up and the top members will be assigned to the Council. Members will also be assigned to the Council’s role in Discord for easy distinction.

==Description/Motivation== Many of us are advocates for decentralization, but centralization provides some benefits when organizing a group of individuals. We believe we should explore the implementation of some organizational structure through a Council. The formation of a council will allow certain processes to move more efficiently, as they will be responsible for managing and organizing the DAO’s endeavors. The genesis Council will also write out the processes for how certain events and situations should be handled. These processes can obviously be amended, but it gives us a point of reference to refine our approach moving forward. The Council will consist of 10-14 members, each will have an assigned focus within the Council. 3-4 Council members will have a focus on governance, 3-4 will have a focus on the treasury and finances of the DAO, and 4-6 will have a focus on communications. The breakdown for each focus and their responsibilities are outlined below.

Governance -3-4 members -Proposal discussion and review -Submitting proposals to snapshot -Organizing voting and rotating of members on the multi-sig and in each council

Treasury -3-4 members -Financial reporting -Vetting of spending the DAO’s funds

Communications -4-6 members -Social media management -Event planning/coordination -Reaching out to prospective partner projects -Collaborations, whitelists, sponsorships, etc

Rotating Council Membership Membership of the councils shall be rotated on a regular basis. Every few months, a vote will take place to rotate some of the Council members. It is acceptable for members to be voted to remain on the Council and not change any membership if there is nobody who steps up or if the membership is doing a good job and the DAO votes to keep it the same. The number of months for each term and how many members should be rotated are to be determined. Preliminary discussions show that terms will likely be around 3 months (90 days)

Reporting Responsibilities The Councils will be required to publish public reports after half the term period and at the end of the term. The reports should be a summary of what the Council has accomplished over this time period, as well as what has gone well, what didn’t go well, and a list of 3 suggestions or recommendations for things that could be changed to improve operations moving forward.
